GDPR (General Data Protection Regulation)
The EU regulation that governs how personal data is collected, stored, and processed. For Cloud PBX systems, GDPR affects call recordings, voicemail storage, call detail records, and any data that can identify a person. Your PBX provider must process this data lawfully, store it securely, and delete it when no longer needed. Businesses must know where their call data is stored and who can access it.

Data Residency
The requirement or preference that data is stored in a specific geographic location. For Cloud PBX, this means your call recordings, voicemails, and call logs are kept on servers within a particular country or region (such as the EU). Some industries and government contracts require data to remain within national borders. Luxembourg businesses should confirm that their provider stores data in EU data centres.

Emergency Services Access (112)
The legal obligation for all phone services, including VoIP, to provide access to emergency services. In Europe, dialling 112 must connect the caller to emergency responders. VoIP providers must register the physical location of each phone so that emergency services know where to send help. This is critical because VoIP calls do not carry location data automatically like traditional landlines.

Number Plan / National Numbering Plan
The official system that defines how telephone numbers are structured in a country. Luxembourg's numbering plan is managed by the ILR and defines which number ranges are assigned to fixed lines, mobile phones, and VoIP services. When you get a phone number from a Cloud PBX provider, that number comes from a range allocated to them under the national plan.

Lawful Intercept
The legal framework that allows law enforcement agencies to monitor phone calls and communications under a court order. Telecom providers, including Cloud PBX operators, must have the technical ability to comply with lawful intercept requests. The specifics vary by country, but the obligation applies to all licensed operators.

USO (Universal Service Obligation)
A regulatory requirement that ensures basic telecommunications services are available to all citizens at an affordable price, regardless of location. In Luxembourg, the USO covers services like access to the public phone network and directory services. Cloud PBX providers are not typically USO providers, but they operate within a market shaped by these obligations.

ILR (Institut Luxembourgeois de Régulation)
The national regulatory authority for telecommunications in Luxembourg. The ILR manages the numbering plan, grants telecom licences, resolves disputes between operators, and enforces consumer protection rules. Any Cloud PBX provider offering services with Luxembourg phone numbers must comply with ILR regulations.

ARCEP / BNetzA / BIPT
The national telecom regulators in the countries neighbouring Luxembourg. ARCEP regulates telecoms in France, BNetzA (Bundesnetzagentur) in Germany, and BIPT in Belgium. Businesses operating across the Greater Region may need to comply with regulations from multiple authorities, especially if they use phone numbers from different countries.
