๐ DEEP Telecom: the incumbent operator, rebranded
DEEP Telecom is the B2B services brand of POST Luxembourg, the country's state-owned national telecom operator. Launched in 2024, it unifies Post Telecom, EBRC data centres, Elgon IT services, and Digora Luxembourg under one name. Here is what that actually means for a business choosing a phone system.

๐ข Who DEEP is
DEEP is not a new company. It is a rebrand. In 2024, POST Luxembourg unified its B2B portfolio under the DEEP name to bring together telecom, IT services, cloud infrastructure, and cybersecurity in one offer.
POST has operated Luxembourg's primary fixed and mobile network for decades. With roughly 4,500 employees across the group and the largest network infrastructure in the country, DEEP is the incumbent operator: the default choice for large organisations and public institutions.
For small and medium businesses, DEEP offers ConnectedOffice: a bundled package that combines professional internet, WiFi, telephony, and security into one managed connection.
๐ฆ What DEEP offers
DEEP's telephony portfolio has three tiers plus an SME bundle. Features are not equal across tiers, so it matters which one you land in.
๐ข Managed UC
The premium tier. The telephone exchange runs on the customer's own IT infrastructure or in a dedicated DEEP data centre environment. Uses Cisco technology (Jabber, Webex). Call recording, contact centre features, and Microsoft Teams Direct Routing are included. SLA of 99.8%.
โ๏ธ CloudPBX
The mid-range cloud option. Hosted in DEEP's private cloud. Includes auto-attendant, call queues, voicemail, softphone via Cisco Webex, and fixed-mobile convergence via LuxZone. Call recording is not available on this tier.
๐ก CloudVoice
Sits between Managed UC and CloudPBX. Hosted in public cloud and advertises flexibility. Fewer public details are available on this option.
๐ฆ ConnectedOffice
The SME bundle. Wraps CloudPBX telephony together with internet, WiFi, LAN management, and security into one managed service. Convenient but high in switching cost.

๐ฅ Typical client profiles
DEEP serves two distinct segments with different products.
๐๏ธ Large enterprises, banks, and public institutions
Use Managed UC or CloudPBX. These organisations typically have IT departments, multi-site setups, and compliance requirements. Regulated industries value DEEP's EBRC tier-IV data centres and Luxembourg data sovereignty.
๐ฌ SMEs with 5 to 50 employees
Reached through ConnectedOffice. Positioned as a single managed connection: one provider, one invoice, one support number. Convenient, but couples all services to the same contract.
๐ Businesses migrating from ISDN or Cisco on-premise
ISDN phase-out triggers forced migrations. Existing Cisco users find a natural continuity path via Managed UC.
๐ข Public sector procurement
State-owned status and Luxembourg data sovereignty make DEEP a standard option in public sector tenders.
๐ฏ Where DEEP stands apart
Three positioning points that the comparison table above does not fully capture.
๐๏ธ State-owned incumbent infrastructure
DEEP runs Luxembourg's primary fixed and mobile network via POST. EBRC tier-IV data centres and a 4,500-person group give it depth that no other Luxembourg operator matches. For regulated industries, this is a genuine advantage.
๐ All-in-one bundling via ConnectedOffice
The bundle model removes procurement friction for SMEs: one contract for internet, WiFi, telephony, and security. The trade-off is that telephony is tied to DEEP's network end to end.
๐ก๏ธ Security and independent benchmarks
In an independent Openfield benchmark, POST ranked first for most secure and highest quality Cloud PBX in Luxembourg, against Cegecom, Mixvoip, and RCarre. For banks, insurance, healthcare, and public administration, the security positioning matters.

๐งฉ Decision tree
Two honest recommendations based on business profile.
โ Choose DEEP if
- You are a bank, insurer, healthcare provider, or public institution
- You need Cisco Jabber, Webex, or Managed UC continuity
- You want all services (internet, WiFi, telephony, security) from one provider
- You have an existing POST or Post Telecom relationship
- Tier-IV data centre hosting is a procurement requirement
๐ก Look elsewhere if
- You need published pricing before talking to sales
- You want call recording included by default, not only on the premium tier
- You operate across LU, BE, DE, and FR and need numbers in all four
- You prefer ISP independence with any internet connection
- You want a lean deployment in days, not weeks to months

โ Common questions
Does DEEP Telecom publish its prices?
No. DEEP does not publish pricing for any telephony product. ConnectedOffice, CloudPBX, and Managed UC all require a formal quote from a sales representative. There is no online pricing calculator or published per-user cost.
Does DEEP CloudPBX include call recording?
No. Call recording is not available on DEEP's CloudPBX tier. To access call recording with DEEP, you need to upgrade to Managed UC, their most advanced and most expensive option.
What is ConnectedOffice?
ConnectedOffice is DEEP's all-in-one bundle for SMEs. It combines professional internet, WiFi, LAN management, telephony (CloudPBX), VPN, and security into one managed connection. It is designed to reduce the number of providers an SME deals with. The trade-off is full dependence on DEEP's network: if the connection has issues, all services are affected at once.
Is DEEP the same as POST?
DEEP is the B2B brand of POST Luxembourg. The DEEP name was launched in 2024 to consolidate Post Telecom, EBRC, Elgon, and Digora Luxembourg under one identity. Residential and basic consumer services remain under the POST brand at post.lu. If you previously had a business contract with POST Telecom, your services are now part of DEEP.
Can I switch away from DEEP to another provider?
Yes. Number portability is regulated by the ILR and applies to all Luxembourg operators. If you use ConnectedOffice, switching telephony means reviewing the whole bundle since internet, WiFi, security, and telephony share one managed connection. Managed UC users with Cisco hardware may need to reconfigure or replace handsets when moving to a non-Cisco platform.
Does the Luxembourg SME digitalisation subsidy apply to DEEP only?
No. The Luxembourg SME Packages programme, which can cover up to 70% of eligible digitalisation project costs, applies to Cloud PBX deployments broadly. DEEP, Mixvoip, Cegecom, and others can qualify, subject to eligibility criteria set by the Ministry of Economy.
