AI Voice Agents for Cloud PBX: A 2026 Guide for European Businesses

AI voice agents now answer business calls, book appointments and pass callers to the right person, in several languages and at any hour. For many businesses, this is the first AI tool that callers will actually hear. You do not need a new phone system to use one: an AI agent can work next to the Cloud PBX you already have.
This guide explains what an AI voice agent is, what it adds to your phone system, what you need to set one up, the pros and cons for a business in the EU, and what it might cost for an office of 10, 25 or 50 people. It ends with seven platforms worth exploring and our conclusion.
🧭 The short answer. An AI voice agent is software that answers phone calls and holds a real conversation with the caller. It connects to your Cloud PBX by call forwarding or a SIP trunk, so your numbers stay where they are. For an office of 10 to 50 people, ready-made platforms cost roughly 125 to 510 euros a month in our examples, plus a few days of setup. It works best for repeated questions, after-hours calls and bookings, and it must tell callers they are speaking with an AI.

What is an AI voice agent for business telephony?
AI voice agent Software that answers or makes phone calls and holds a spoken conversation with the caller. It combines speech recognition, a large language model and a synthetic voice.
A classic voice menu says "press 1 for sales". An AI voice agent asks "how can I help you?" and understands the answer. It can reply in its own words, ask follow-up questions and take action, such as booking an appointment or passing the call to a colleague.
In a business with a Cloud PBX, the agent does not replace the phone system. Your Cloud PBX stays in charge of your numbers, users and call routing. The agent becomes one more destination in your call flow, next to your extensions, queues and voicemail. A typical call runs like this:
- A caller dials your usual number. The call reaches your Cloud PBX as it does today.
- Your call flow sends some calls to the agent: for example, after office hours, when all lines are busy, or when the caller asks for appointments.
- The agent listens, understands the request and answers. It can check a calendar or a customer record.
- If the caller needs a person, the agent transfers the call back to an extension or queue, ideally with a short summary.
- After the call, a summary or transcript goes to your email, your CRM or another tool.
🎛️ How is this different from a voice menu or voicemail?
A voice menu only routes calls, and voicemail only records messages. Neither can answer a question. An AI agent can tell a caller your opening hours, confirm a booking or collect the details of a request, then decide whether a person needs to call back. Many businesses keep their menu and voicemail as a fallback behind the agent.
What an AI agent adds to your phone system
Compared with a standard Cloud PBX, an AI voice agent can add:
- Answers at any hour. Callers get help in the evening, at weekends and on public holidays.
- No more lost overflow calls. When your team is busy, the agent takes the call instead of a busy tone or a long queue.
- Answers to repeated questions. Opening hours, prices, delivery times, documents to bring: the agent answers from the information you give it.
- Bookings and messages. It can book, move or cancel appointments in your calendar, or take a structured message.
- Routing by request. Callers say what they need in their own words, and the agent sends them to the right team.
- Several languages. One agent can answer in French, German, English and other languages.
- Smarter transfers. When it passes a call to a colleague, it can send a summary so the caller does not repeat everything.
- A written record. Every call can produce a transcript and summary for your CRM or helpdesk.
What you need to get started
There are two ways to get an AI voice agent:
- From your Cloud PBX provider. Some phone system vendors, such as Aircall, Ringover and Telavox, sell their own voice agent as an add-on. It is the simplest route, but it only works with that vendor's phone system.
- From a standalone platform. A separate AI platform connects to the phone system you already have. You have more choice, and you can change platform later without changing your phone system.
For a standalone platform, you need seven things:
- A Cloud PBX that can pass calls on. Either by call forwarding to the agent's own number, or by a SIP trunk, a direct internet connection between the two systems.
- An account on the AI platform, with enough minutes and parallel calls for your volume.
- Your content. Greeting, opening hours, the questions callers ask most often and the answers you want given.
- Connections to your tools (optional). Calendar, CRM or helpdesk, through ready connectors or webhooks.
- Call flow rules and a fallback. Which calls go to the agent, and where they go if the platform does not answer.
- A data processing agreement with the platform, under GDPR.
- One person in charge, who reads transcripts, fixes wrong answers and keeps the content up to date.
🛠️ Questions your IT team will ask
How many calls can the agent take at the same time? Does the caller's number reach the agent? With forwarding, it depends on your provider, and transfers back can become a second, billed call. What happens if the AI platform is down: does the call fall back to a queue or voicemail? And does your Cloud PBX provider allow a SIP trunk to a third party at all? Get the answers in writing from both sides.
📞 Do I keep my phone numbers?
Yes. With both forwarding and SIP, your numbers stay on your Cloud PBX and callers keep dialling the same number. Only the calls your call flow sends to the agent leave your PBX, and you can switch the agent off by changing one routing rule.

For a business in the EU, five rules apply whatever platform you choose:
- Tell callers it is an AI. Since 2 August 2026, the EU AI Act (Regulation (EU) 2024/1689) requires that people are told they are interacting with an AI, at the latest at the start of the conversation. Our article on where your AI voice agent sits under the EU AI Act explains the duties in detail.
- Sign a data processing agreement. GDPR applies to call audio, transcripts and summaries. Check that every sub-processor is listed.
- Know where data goes. Ask where call audio is processed and where recordings and transcripts are stored. Some platforms keep everything in the EU, some only on enterprise plans, some not at all.
- Watch outbound calls. Under EU ePrivacy rules, automated marketing calls need prior consent.
- Check sensitive uses. Using the agent to screen job applicants, check creditworthiness or triage emergencies brings much stricter AI Act duties.
🗄️ Stored in the EU is not the same as processed in the EU
Storage is where data rests after the call. Processing is where live audio is turned into text, sent to the language model and turned back into speech. A platform can store recordings in Frankfurt and still send live audio to a model in the US. Ask for both locations, for each type of data, and check that every sub-processor is listed in the data processing agreement.
What it costs of an AI voice agent for 10, 25 and 50-person offices
We assume the AI agent takes after-hours, overflow and routine calls: about 1.5 calls per staff member per working day, 2.5 minutes each, over 22 working days. That gives about 825, 2,060 and 4,125 minutes a month. Real volumes vary a lot, so use these figures as a starting point. Prices exclude VAT and were checked on 2 October 2026.

One-off effort. For a ready-made platform, plan one to three days of your own time to write answers, connect the calendar and test. For a developer platform, add the cost of building the agent: if a partner charges, for example, 800 euros a day for three to five days, that is 2,400 to 4,000 euros. Enterprise platforms are quoted per project; Synthflow, for example, starts at 30,000 US dollars a year.
The phone system itself. The figures above are for the AI agent only. As an example, Voxbi's Plus AI plan costs 3.10 euros per user per month, which comes to 31, 77.50 or 155 euros for 10, 25 or 50 users, before phone numbers and calls.
🧮 How we calculated these figures
Ready-made: Famulor Pro (103 euros with 667 minutes, then 0.16 euros) or Agency (216 euros with 1,667 minutes, then 0.12 euros), and fonio Solo (99 euros with 1,000 minutes, plus forwarding at an example 0.03 euros a minute) or Team (299 euros with 3,600 minutes, then 15 euros per 100 extra minutes). Both on yearly billing.
Developer: Vapi at 0.05 US dollars a minute plus its listed speech, model and voice prices, and ElevenLabs Agents Pro (99 US dollars with 1,238 minutes, then 0.08 US dollars a minute), plus language model and phone line costs. Parallel-call limits and add-ons can raise these figures.
📊 What moves the price. Three things matter most: the number of minutes the agent handles, whether you connect by SIP trunk or forwarding, and who builds the agent. In the first months, the setup effort can cost more than the platform itself, so start with one call type and measure.
Compare it with what you already have
Many Cloud PBX plans include a voice menu, time-based routing, queues and voicemail. These do not hold a conversation, but they already solve part of the problem: callers reach the right team, and nobody hears an endless ring.
For example, Voxbi, a Cloud PBX run by a Luxembourg-based team and hosted in the EU, offers call flows with time-of-day routing, voice menus and queues. Its Plus AI plan, at 3.10 euros per user per month, transcribes and summarises every call your team handles, without a monthly cap, with processing in EU data centres. Voxbi does not sell its own voice agent, so a standalone agent would sit next to it, as with any other Cloud PBX.
A human answering service is the other alternative. It handles complex or sensitive calls better than an AI agent, but it is usually priced per call or per month, so ask for a quote and compare.

These seven standalone platforms work with an existing Cloud PBX, support French, German and English, and publish a way to keep data in the EU on at least one plan. This is a shortlist from public information, not a lab test.

🔍 Why some well-known names are missing
Retell AI publishes per-minute prices but processes and stores all data in the US. PolyAI is a large enterprise platform, but its public documentation does not state where data is hosted. sipgate sona has a free tier and hosting in Germany, but its pages are only in German and its languages are not listed. Agents sold only inside one phone system, such as those of Aircall, Ringover and Telavox, are covered under "What you need to get started".
Languages, including Luxembourgish
All seven platforms support French, German and English. Always test with the accents your callers actually have, not only with the vendor's demo.
Luxembourgish is the exception. Among the platforms above, only ElevenLabs lists it for its agents, and we have not tested how well it works on a live phone line. Until you have, a safe approach is to let the agent work in French, German and English, and to keep a short Luxembourgish greeting recorded by a person. Our conclusion
💡 AI voice agents are ready for everyday business calls, as long as you start small. They work best for repeated questions, after-hours calls, overflow and bookings. They are not yet a replacement for people on complex, sensitive or emotional calls.
- Start now if you miss calls outside office hours, if your team answers the same questions every day, or if bookings are lost because nobody picks up.
- Wait or go slowly if most of your calls are complex, if many callers need Luxembourgish, or if your sector requires all data to stay in the EU and you have not yet found a platform that confirms it in writing.
- Your first step: pick one call type, ask your Cloud PBX provider whether it supports forwarding or a SIP trunk, and test two platforms for a few weeks. Read the transcripts before you decide.

Frequently asked questions
Do I need a new phone system to use an AI voice agent?
No. A standalone AI agent connects to your existing Cloud PBX by call forwarding or a SIP trunk. Your numbers stay with your current provider.
How much does an AI voice agent cost?
In our examples, ready-made platforms cost about 125 euros a month for a 10-person office, 265 to 300 euros for 25 people and 390 to 510 euros for 50 people, excluding VAT and setup time. Enterprise platforms are quoted per project.
Do I have to tell callers they are talking to an AI?
Yes. Since 2 August 2026, the EU AI Act requires it, at the latest at the start of the conversation. A short line in the greeting is enough, for example: "You are speaking with the AI assistant of Muller Dental. You can ask for a colleague at any time."
Can an AI voice agent speak Luxembourgish?
Possibly. ElevenLabs lists Luxembourgish for its agents, but live call quality still needs testing. The other platforms in this guide do not confirm it.
